To promote the provision of homes, jobs, services and community infrastructure sufficient to enable the smaller towns and key villages to continue to play their important role as local service centres for their surrounding areas. This will be achieved through:
- Delivering an appropriate level and mix of new homes that responds positively to local housing needs and improves long-term sustainability.
- Enabling local employment opportunities that can support a thriving rural economy.
- Sustaining and where possible improving the range of services and amenities available, including sustainable transport links to other settlements. and supporting the provision of new services where needs arise.
- Conserving and enhancing the local distinctiveness and the historic character of the smaller towns and key villages.
